It is not possible to use any Korean input to change the name of a building, a street, etc. since there is no Korean language input in the on-screen keyboard of PS4 appearing in the game (surely, outside of the game it is possible to switch to Korean).
To replicate this issue set merely up any PS4 for using Korean in the on-screen keyboard and check whether it is possible to switch to Korean when you attempt to change any names in the game.
