Confirmed Can’t build university in Napoli county

Can’t build university in Napoli county

Description​

After forming the kingdom of Naples, and after using the empower Sicilian parliament decision, and after building the monument of glass. I was really excited to build the university of Napoli and complete my southern Italy stronghold. Only to find out despite meeting all the requirements that I couldn’t. A catastrophe. A simple fix could be making the parliament building a normal building slot similar to the glass building or when you create the kingdom of mann and the isles. Or the more complicated solution of making it possible to have two special building slots. Please paradox fix my save! I was having so much fun.

Empower Sicilian parliament and then try to build university once development gets to 40

I was unable to reproduce your issue - when requirements were met I was able to build the University (development equal or higher than 30 and Exalted Amongst Men (4) level of fame).

I will try to investigate a bit further, however I need a bit more info:
* Could you please send me list of your activated DLCs? For me it is not a decision but a special building slot, where I can just construct university.

You were able to build both the university and the the parliament building? In Napoli?

I have the northern lords and royal court dlc. My capital is Napoli. After some research it appears they don’t allow it because the university and the parliament building are both special buildings. So ck code doesn’t allow two different special building slots to be on the same county. That being said they should fix this!

You can only have one special building per barony, and as far as i know there are only two examples of making that decision in the game - Napoli where you can have University or Parliament building and Kyiv - Golden Gate or Hall of Heroes, so that works as design.

Then they should at least remove the decision once you do one or the other instead of having it weirdly glitched out. I would’ve ended up putting the parlement in Palermo instead of Napoli but the decision was still there so I wanted to stack it. I start all my saves with specific goals in mind and this one is kinda shot. I still think making the parliament building a normal building slot similar to the glass monument would be an ideal fix. It’s literally a worse building than the glass monument anyway.

Like I find it hard to believe a decision that pops up. That you fill all the requirements for yet can’t execute because of a secret code block is by design

Primo - my apologies, I didn't understand you correctly the first time.

I retested your issue and I will report it - you're correct that something is not right here. One thing is that even if that would be one building or another by design - the player is not properly communicated this.

Furthermore, if you're in the process of building the University structure and at the same time take decision to empower parliament - the university is still built and essentially you're blocked from ever building parliament building again, from what I can see in a quick test at least.

In my report I'll suggest to make a separate slot for Parliament building. Ultimately it will be Developers decision, however there are definitely several issues here so something should be done at some point.

One thing - I suspect that Found University decision was removed in one of later DLCs - for me the University building is simply selected via special building slot.

ah yeah mine it literally creates the special building slot with either decision. And I hope paradox decides to do something about it, at the very least some kind of warning in game. (Plz plz let me stack). In any case the Napolian family will stay in limbo till at least the next update lol. I appreciate your time and effort friend.
