In 1940 I went with the historical option of bringing Yugoslavia into the Pact of Steel.
After some months passed, they had their coup event and left the Axis.
I was going to declare war on them but the DoW option was greyed out. It said "You can't declare war until August 1940". (That was the month I was in.) I kept waiting but the option never became available. I saved, quit and reloaded since I know that is often required when a major change happens in a Paradox game. But when I reloaded, the Yugoslav government was back to what it was BEFORE the coup (old HoS, old HoG, etc.) and the Diplomacy section was entirely greyed out, with my Diplomat en route. When my Diplomat became available again in September, this time it said "You can't declare war until September 1940".
Oddly, Yugoslavia is still at war with Communist and Nationalist China alongside Germany, Japan, Italy and the rest of the Axis. It is not part of the Axis however.
One thing is for sure... I won't be inviting Yugoslavia to the Axis at all next time!
