Place the attached userdir.txt file in the Steam folder where stellaris.exe is. It tells the game to read and write settings and other files from right there, instead of under Documents. That way you won't get the mod errors I think.

Does it still happen then, either when run from Steam or stellaris.exe directly? BTW do make sure GeForce Experience is unloaded while we work on this, as I've seen it cause problems like this too sometimes.

placed the file in the folder you said and i dont see onedrive pop up with that message anymore but at the same time the game now cant play with mods anymore. i dont see how that small file with a simple "." in it does so it stops the pop up and so the game cant run mods anymore but it does. and thats with all 200 plus mods active. it does not load a single one off them upon game start. it just loads in like you have them all turned off

and on the note of "geforce experience is unloaded" what do you mean by that? just so i know what we are talking about and make sure its not loaded

and one last note. it did kinda seem like the stutter went a bit down. not completly gone but just less than normal so it seems like this is on the right way
 
That was the exact reason for running this test, to get all mods out of contention.

If you see it (or any nVidia/geForce software) in your Windows taskbar, right click on it and choose Exit.
 
Not really, I'm sorry, I can think of nothing else to try short of a full clean wipe-and-reinstall of Windows - and even that is not guaranteed to fix it, it depends on what the root cause is. If it is some sort of interaction between these games and some hardware component you have ... not that I'm aware of any such thing being a problem but I've long learned to not rule anything out!
 
when i had my pc check i got a windows reinstall so thats already done with nothing change. but yeah im out off ideas too which is too bad as i want to play the game
try switching mods off one by one
 
I had the same issues, screen stuttering even when the game was paused. I have 3080Ti and Intel i9 12900K, so performance is definitely not an issue and the game used to run flawlessly on an old rig.

Then I figured out the issue, so you might be able to fix it the same as I did.

The problem was the refresh rate. I have 120hz on desktop, so the game synchronized with that. When I put the game to fullscreen and set it to 60hz (you cannot set it otherwise), the issues disappeared.
 
The same issue. It seems that something in the game is wrong with compatibility to the CPU. Cause this freezes started when i've upgraded my CPU from i3 to i5 7th in 2016. This year i've upgraded CPU (actually i've upgraded all my PC) from i7 to i9 but nothing change. For all the time of existing this problem (I have it from 2016-2017) i've change a lot of components in PC, reinstalling Windows several times etc, but problem still exists. The best in-game experience i got while i was using Intel I3 :D There was no any shuttering and the late game freezes was pretty okay. But now we have what we have. Sad.
 
Pause the ingame music and it will be fixed. Been going on for me since necroids and I still have the issue with 3.0.x and pausing the music fixes it completely. I just play the soundtrack externally now. My original bugfix thread got zero movement and fell off but if pausing the music does fix it, please add it to the post below.

Seems so bizarre, but this actually solved it for me. Not sure how playing music can make the game stutter? Thank you!

Does the stutter persist when the music is paused?
