Can't form Persia as Timurids

Description​

I tried to form Persia as Timurids to check out this new option but after completing all prequisits - annex all vasals, Ajam and its vasals the decision to form Persia haven't appeared.

Steps to reproduce​

Started as Timurids, annexed Ajam in war, got ardalan and luristan as vassals, then diplo annexed all vassals in order: Transoxiana, Fars, Khorasan, Afghanistan, Sistan, Luristan, Ardabil. Ended in 1462, ther is no decision to form Persia

OF course I forgot that Timurids start as Uzbek culture, not in Iranian culture group
