Not sure about the mod issue but why can't you link your Xbox and PDX accounts? What happens when you try?
I don't find either of those errors in a google search. The typical one on linking is 32500 which means you've alrdeay linked that Xbox account to soe other Paradox account.

I can't create account on Xbox one error server error 52400 I do not have a paradox forum account or paradox account I'm using one of my friends account so I can send this

For account linking: Go to https://accounts.paradoxplaza.com/settings and see if you are already linked and if you are, click on unlink.
Then try again via the game and it should work.
As for mods not showing, it could be your connection (even if its fine for other games) maybe do a network test via your console settings.
As for error numbers, they are game related and not Xbox codes.
