Here's the issue:
I attempt to change my succession law to Enatic-Cognatic, every condition is met, and so I press the button...

Except I only lose 750 prestige (Queen), worsen the mood of nigh everyone in realm and don't achieve anything. No Enatic-Cognatic, no re-evaluation of heirs, nothing!

Admittedly, it works on lower level titles... but even then, sometimes.
 
I noticed that too, looking at the files it seems that the CK2+ team coded Enatic and Enatic-Cognatic succession types so they can't be applied to your primary title. Deleting the lines referencing that might correct it, but I'm not entirely sure.

what?

is_primary_type_title - Checks the flag primary of the title, for titles that cannot be held as secondary title. This covers mercenaries, the Pope, Holy Orders, etc.

So no... you can have enatic on YOUR primary title. The pope can't.

Patch 2.5.2, without Conclave.
Playing a Buddhist realm, Titular Kingdom of Connacht was created. And here was much rejoicing on that part. Gotten feudal as well before enough characters has passed before first Abs. Cognatic inheritance happened.

I then save, for I had a bad experience in another game using allow_laws - decision was taken, prestige taken, mood decreased... Enatic-Cognatic never came.

So, I have saved, and tried going Enatic-Cognatic... and it happened again! And succession law was marked as if it was changed!

So... Yeah, kind of bummed here. Maybe something with Titular titles?

yup found it.

in change succession law is set wrong in CK2Plus_change_succession_laws.txt
under institute_enatic_cognatic_succession it has add_law = true_cognatic_succession instead of add_law = enatic_cognatic_succession.
