Character animations are static (not working)

Description​

Character animations are still. No movements whatsoever. I have disabled and deleted all mods and re-installed the game, all with no effect. When entering throne room the image is degraded (attached). Clicking on a tab resets image and its back to normal.

Steps to reproduce​

Happens every time.
