Character filter for Iberian Struggle involved characters is not getting focus

Character filter for Iberian Struggle involved characters is not getting focus

Description​

Filter window for involved characters of the Iberian Struggle doesn't work.

The screenshot shows white rectangle as if I was selecting units, but I was trying to move the filter window.

Steps to reproduce​

When clicking Iberian Struggle bottom icon and then "View Struggle Involvement" I'm seeing window with participants, faiths and cultures.
However if I click "toggle filters", the well known filter window is not working correctly:
- mouse wheel zooms map
- I can click the combo boxes only by triangle, not by the combo itself
- I can't click Reset to Defaults
- I can't even move the window around (I could do it very rarely)
