So, after watching Keralis do it, I deiced to do the same, and created a child only dome.

I set the filter so that only children can enter it, and I then went to all my other domes and set them to disallow children.

And then... NOTHING.

The children remain where they always were and the child only dome is empty... so any ideas what I need to do to get them to come on over?

They need at least one empty house for "adults" in the dome and at least some to operate the dinner/grocer store or the childs will starve.
Using a very big dome to house boot nurseries and universities at the same time could help with some of the micromanagement.

Add also a sanitarium and you may get rid of some bad characteristics before they move to other domes once they have a speciality. By the way make sure to set the dome only to people with no speciality.
