What determines your choice of states? I mainly take three aspects into account

a) Obviously there is total development
b) if the state was diplo-annexed so there is no adm power to full-core
c) total value of trade goods (which becomes a hassle to decide after blobbing hard)

What's your rule of thumb? And when do you find it worth to unstate for better freshly conquered provinces?

Question: Is total development of territories taken into account for the amount of corruption or just the number of territories?

I look at the trade goods and CoTs. I want to promote the burger estate where possible. So the best developed CoTs must be stated.

This is doubly important if you are an Orthodox nation, for these states can be consecrated for additional orthodox authority.

Provinces with unaccepted culture or religion will have a penalty to taxation and manpower or goods produced, respectively. Therefore, provinces of an accepted culture are a good choice.

Gold mines and other provinces with higher-value trade goods are good targets for states. Even low development provinces will still contribute to trade income, but when I play as Ottomans I always try to put states in Persia region with all the silk, cloth, paper, spices, etc and accept those cultures.
