Christian steppe tribe with absolute tribal authroity Cannot make direct vassals convert.

Description​

I'm a Christian settled tribe which settled after being nomadic for awhile. For some odd reason I cannot make demand my vassals change faiths. I could before but something seems to be stopping now.

Steps to reproduce​

1. Play as a Christian Nomad.
2. Settle as a tribe in a kingdom.
3. Have Absolute Tribal Authority
4. Try to send command.
