Cities: Skylines files error

I got cities: Skylines on xbox gamepass pc and I wanted to download some mods. since I didn't download it on steam, those mods wont work. I have found some youtube videos about mods so i tried those. but every time i try I cant find the "colossal orders" file to get to the game and to the addons where im supposed to add the mod. any help will be appreciated. I will add a file to show that it is not there.

3rd party mods do not work with any console edition. You will have to use the Steam version to be able to play with mods.

I Dont think you understood. xbox gamepass for pc is technically microsoft store for pc.

Which is still created by Tantalus, i.e. console edition.
Console edition = no mods.

No! Because it is a different version.
You will have to re-purchase everything through Steam again.
If you feel it is to expensive then wait for the next sale.
