Issue with the scenario "Trains" and problem with districts and laws

What is your game version?
PS4

What expansions do you have installed?
All of the above

Please explain your issue is in as much detail as possible.
- New scenario "Trains!": The scenario can't be completed, since one of the conditions of defeat is to play 20 weeks and have less than 1000 in population. Well, even though I spent 20 weeks and have more than 1000 people, in the goal section, it shows that there is only 0 population.

- Districts and laws: You can't apply specific laws for a certain districts, since it is fully applied throughout the city.

Can you replicate the issue? If yes, please explain how you did it.

I experience the same issue with the scenario failing after 20 weeks despite population clearly above 1000 people. Here is a screenshot from PS4:

Hi same issue on Xbox version, you fail the senario with not getting above 1000 peeps, had well Abebe 1500 at 2 tries. Guess everyone has this as the achievement to finish all 3 mass transit scenarios is achieved by 0% of the players ;-)

This is actually affecting all scenarios because population isn't tracked within the goal system at all. An entire feature is basically unplayable until Tantalus can figure out a fix.
