Please explain your issue is in as much detail as possible.
i have seen this problem on reddit before, but i didn't see an answer to that thread.
sometimes when i start up a game, i get 0/0 mods, not even the default cities skylines one
but if i restart the game, all of them appear again but are all disabled so i have to re-enable them again which is REALLY annoying.

i'm not looking for a solution to like "disable the mods", it had solved the problem, but i literally cannot stand it without mods in cities skylines. i'm here to ask WHICH mod is causing it so i can disable that mod and then stop this from happening again, not disable all of them. in addition to this, steam workshop in the gameconstantly keep loading with both of the scenarios i said above

no error logs or anything.

Can you replicate the issue? If yes, please explain how you did it.
i'm not sure, all i did was close the game (using both exit game and alt f4) then when i start it up again it shows up with 0/0 mods enabled

btw idk what happened with the TM PE it turned out weird

It is a known issue which they are still investigating.

And we have now applies a fix for this as well. If you still see 0/0 mods, please restart the game so it can generate a new userGameState file. This should have mods showing up again and you can able them without them resetting again.
