scenario conditions met but game will not give win screen

Please explain your issue is in as much detail as possible.
I played the entire island hops scenario. I won based on the conditions of a 100000 people in 20% health. Game will not give me a win screen so it still acting like I haven't beat this scenario.
I've had this happen with another scenario and cleared it up with removing old versions, saving, and restarting the whole system over. I've tried all of that and I'm getting nothing.

Can you replicate the issue? If yes, please explain how you did it.
I can't necessarily replicate this scenario without replaying the entire scenario all over again which I'm not doing. But I have gone back to previous saves and tried to reload them and play them app to the wind conditions and I get the same situation of not being able to get the win screen to come up.

Just want to chime in in case the additional data is helpful, I had the same thing happen to me on Trains! yesterday.

What is your game version?
Xbox 1 version

The scenario stopped tracking weeks at week 19. I had met the requirement for 1000 population by that point. It continued accurately tracking my population on the scenario conditions tab, but weeks never advanced beyond 19. I did the math to figure out what date 150 weeks from my starting date was, and I should have actually failed because I had not hit 12k by the time 150 weeks had passed, but I didn't fail. I got trains built, and the counter for the tracks advanced as I laid more track, but once I hit the required number, the checkbox did not fill, and the number of passengers transported by train did not increase despite verifying that I was moving passengers. I tried depleting my money below zero to see if I could still fail the scenario, and I did not get a fail message.

Can you replicate the issue? If yes, please explain how you did it.
No, a second attempt at the scenario was successful, no issues with tracking occurred.
 
I really do not want to spend an eternity replaying the Islad hopping scenario. It was an actual pain to beat. How did you figure out when the game stopped tracking? Now that you mention it- I failed it a few times going into the negative with money but I didn't receive a fail message from the system either. I just reloaded a previous save.

I'm hoping someone has a fix that doesn't require me replaying the whole scenario.
 
If you go into the Milestones area, the last tab tracks your win/lose conditions. So after seeing it at 19 weeks and then going in again after 45 minutes of playing and still seeing it at 19 weeks, that was how I figured out when it stopped tracking.
