Cities: Skylines on Xbox is lagging from too many things rendering in

What is your game version?
14.0.0.0 Xbox One Edition

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

What mods are you using?
None

Please explain your issue is in as much detail as possible.
the framerate drops to 30fps or lower when too many things are rendering in such as, Trees, Rain, Fire, Vehicles, Pedestrians, and Lights. I've tried to start a new city to see if the game runs at consistent 60fps and it does, but if it starts to rain, the framerate will drop to 30fps even on a new empty map! The performance issue i'm having never happened in previous versions of the game. The city i'm having these performance issues in is Westfield a city of almost 80,000 Cims! Due to how Westfield was built, the lag is very noticeable at Pleasant Logging Area Site where there's large amount of trees causing the lag and on the otherside the city also lags from Rain, Fire, Pedestrians, and Lights.

Can you replicate the issue? If yes, please explain how you did it.
I can replicate this issue with the Large Plantation building easily on a new map.
