Please explain the issue you experienced in the most condensed way possible
When you reform Shaivism, using the Bhakti, Astrology, and Pursuit of Power tenet, you don't get the options for Shaivism's Bhakti's, as noted on the wiki-page.

Please explain how to reproduce the issue
Reform Shaivism using the Bhakti tenet, use the decision 'Determine Bhakti' decision and check for the type of decisions it gives. It doesnt give any of the Shaivism options.

Is there anything else you think could help us identify/replicate the issue?

Reforming Shaivism religion makes it other faith, so it is not treated as Shaivate. There must be a mistake on Wiki, because decision is available only for characters with faith, which has "Bhakti" tenet.

Status: WAD (Works as Designed).

That's true, except that the wiki is not wrong.
The problem is that those modifiers do exist, but like you said, Shaivism doesn't have "Bhakti" tenet, which makes them never used and never usable.

So the question is: why were they ever created? Something needs a fix here.

The faith remains of the Hindu religious family, just like Shaivism. You can reform this faith with the Bhakti tenet. The whole idea of this Hindu system is that each Hindu Faith gives different options in the Bhakti decision, yet all of the options stay the same for each type of Hinduism.

To be clear:

There is no possible way to add the Bhakti Tenet to Shaivism without having to create a new Hindu faith. This doesnt CHANGE Shaivism, as it would when reforming a religion. This creates a new independent form of faith, that has no connection to the previous faith, except for being in the same family. Therefore the Bhakti tenet proves to be wrongly implemented, or the game having no way to reform a faith.
