Please explain the issue you experienced in the most condensed way possible
After two close attempts (of which only ended cause of the 30 year requirement), I finally unlocked the decision to form the North Sea Empire... Only to not get the achievement which was the only reason why I attempted it in the first place. I'm an Ásatrú Swedish King of Sweden (unreformed Ásatrú + Tribal Kingdom-tier Realm) in the year 1082.

Please explain how to reproduce the issue


Is there anything else you think could help us identify/replicate the issue?

Edit: I've looked at the Achievements tab and it says that it can't be unlocked in my save file. I have literally no idea why because I've met all the requirements to get the achievement (according to the wikia);

Government is Tribal: My kingdom realm is still tribal, as the screenshots show.
Religion is Unreformed - Ásatrú is also still unreformed, again as the screenshots show.

Again, through requirements in-game:

Must be: North Germanic or West Germanic culture group - Swedish

Level of Fame is at least Illustrious - Highest Fame

Must be: Tribal or Early Medieval era - ditto

Must: Control the region of North Sea Heartlands - done.

Must: Control the Kingdoms of Denmark, England and Norway for 30 years - done.

Can't be: Title rank is emperor - done.

What is going on?

I haven't touched the save file since I made the report but I did get achievements beforehand (I presume by unlocked you mean the typical achievements that pops up when you start the game, like Celebrity).
