Please explain the issue you experienced in the most condensed way possible
I'm experiencing the same bug from Q4 2020 (which was a known issue), when playing on Nvidia GeForce Now, Ironman saves become incompatible due to missing DLC (Garments of HRE). The initial problem was fixed, and for about ~3 months this year all saves were ok.

Suddenly yesterday I couldn't open the save anymore, getting the same behavior as in December 2020.

Please explain how to reproduce the issue
Unsure how to reproduce, saves do not immediately become corrupted, but this issue was already investigated in Q4 2020.

Is there anything else you think could help us identify/replicate the issue?
The only change I can see is that the PDX launcher is now at version 2.3.1

There are a ton of duplicates for this, so I hope I'm in the correct place. While most of the bug reports for this are for GeForce Now, the problem also occurs on the steam version, both with 1.3.1 and the 1.3.2 beta.

If I host a multiplayer game with the "Garments" pack enabled, other players who did not preorder (and thus do not have that DLC) cannot load the save on their computer (after saving their own copy or trying to load their local autosave) despite owning all other DLC.

This is a problem because it means that players cannot experiment with major decisions between games on their own. And it means we cannot pass a save file around for people to do major "while paused" maintenance between sessions. (E.g. if I win a holy war for a Kingdom, setting everything up may take time. So it's better to do that between sessions and send the save file around.)

Suggested fixes:
1. Allow users to purchase this DLC.
2. Do not require cosmetic packs for save file compatibility.
3. Automate the work-around such that multiplayer participants who manually make a save (instead of using the autosave feature) have the cosmetic DLC not included in their local save file.
4. For new games, provide a warning about save file compatibility issues so that players are aware and can adjust the enabled DLC accordingly.

There is a temporary workaround: Edit the save file to remove that DLC from the list of requirements in the metadata. See example files below.
