Please explain the issue you experienced in the most condensed way possible
Combat Advantage is calculated wrong because: Starving Opponent -25 is placed on my side, taking away my advantage when its my opponent that is starving and should be giving the modifier.

Please explain how to reproduce the issue
Fight againts a starving army

I confirm this, on 1.3.1.
Either description itself or modifier attachment is wrong.

(EDIT) I found same problem when opponent's supply is running out.
It seems the those modifiers should have been plus, instead of minus.

Causing big pain, especially when I'm engaged in critical war.

Please let me add my further finding.
Sometimes, this modifier goes to opponent side, when I fight in my territory.
It seems to me, this bug happens in enemy territory which was occupied by me.
Please check both modifiers.
