Please explain the issue you experienced in the most condensed way possible
In 1.2.2, I was voting for my half brother, Prince Gudrød, for all my elective titles and he was winning all of them.
When loading this save in 1.3, I'm prompted to choose a successor, and Gudrød is no longer electable. Other siblings and half siblings are electable.

Please explain how to reproduce the issue
Load the attached savegame in 1.2.2 and in 1.3.

Is there anything else you think could help us identify/replicate the issue?
