Please explain the issue you experienced in the most condensed way possible
As a Norse ruler, the confederate partition doesn't work properly. I got 2 county, but my 1st heir will get all titles.

There is no Special Succession's law.

Please explain how to reproduce the issue
Play as the count of Halland in 867 and conquer Skäne. Happend in two games. Do not use character creation.

Is there anything else you think could help us identify/replicate the issue?
I just figured that mooving your capital does'nt make the county your capital, only the tribe (as it used to be ?). I switched manually my main title, and now everything is fine.
