Please explain the issue you experienced in the most condensed way possible
After loading my world conquest save in order to continue playing for some extra achievements I noticed that some of Sapmi's Duchies have become completely unlanded - nobody owns them and there's no way to conquer them. The Duchies are Ter and Kintus.

Please explain how to reproduce the issue
I have attached my old and new save files, hopefully this is enough to fix the issue.

Is there anything else you think could help us identify/replicate the issue?

I can confirm this still happens in the 1.3.1 open beta, there are two provinces in Sapmi that spawn with no holders, dev, faith or culture.
