Please explain the issue you experienced in the most condensed way possible
Culturally wrong names on Estonian rulers on all starting points and all counties. On the picture I opened up it on Livonia's chief and the small box with Estonian chief's names. All of the counts that appear under those main chiefs have wrong names too.

Please explain how to reproduce the issue
Starting a new game anywhere in Estonian cultural zone. All of the names are wrong.

Is there anything else you think could help us identify/replicate the issue?
The names used for new characters who have Estonian culture get randomized correct names. Also ruler editor offers you correct names.
