Please explain the issue you experienced in the most condensed way possible
After using Ruler Designer, my country goes back to the Male preference doctrine and I can't change it.
Please explain how to reproduce the issue
Change the game rule to equal doctrine, use the Ruler Designer to create a new ruler, press play, and you will see that you are using the Male preference doctrine, but have equal doctrine.
Is there anything else you think could help us identify/replicate the issue?
