Please explain the issue you experienced in the most condensed way possible
I managed to get all the requirements for ending the struggle with dominance just after the hostility phase ended, so I kept playing and ended up creating an empire because I didn't want my kingdoms to be split between my heirs.
Then I merged cultures with the anglo-saxons

I'm currently on the Opportunity phase waiting for the phase to switch to hostility but I've noticed it says that I dont "hold and control" at least 2 De Jure Kingdoms of Hispania" or "united the Spanish Thrones under your Primary Title"
All the Kingdom titles are held by my ruler and I had this check marked before creating the Empire (Didn't check since then so not sure if the issue arised when creating the Empire or when merging cultures)

(I know I would still have to convert cultures on all the counties of Leon)

Please explain how to reproduce the issue
Start as King of Asturias, conquest all of Hispania + Wales and England, create empire manually and merge culture whit the anglo-saxons

Is there anything else you think could help us identify/replicate the issue?

Unfortunately, this situation is (mostly) working as designed. By creating the empire of Asturias, you have severed the de jure links to empire of Hispania, meaning the conditions regarding remaining de jure kingdoms of Hispania cannot be fulfilled.

The issue here is that decision "Found a New Empire" isn't blocked for involved and interloper characters. It has been added to our database.

Would that really be sufficient? For instance, if I vassalize under Empire of Francia and they subsume me under de-jure by de-jure drift, a very similar problem is likely to arise.

The issue here is that decision "Found a New Empire" isn't blocked for involved and interloper characters. It has been added to our database.
I think the decision to end the struggle should be changed to at least let the Roman Emperor end the struggle via dominance, because Hispania was a Roman Province.
But currently there is no way to end the struggle, if all Spanish Kingdoms have drifted de-jure to the Roman Empire.

IT isnt the decision to form an empire. I was able to form Hispania after taking over Leon (starting in the southern half of Iberia). I had nowehere near the territory to form a custom empire, but I reached the 64 (?) county requirement for hispania. Now I cant end the struggle becuase I cant form a kingdom (they have 0 dejure counties) and I cant push the struggle back to conflict.

If I avenge tours it doesnt expand my empire either, it splits and creates (re creates) hispania in frankia. Basically just the empire of frankia is now renamed hispania and my empire in spain is de jure iberia, and thats it.

Most strangely, this is all in the same character life. I'd understand if I was emperor of iberia for a year then again, I didnt rename my empire (the game names muslim empires after the dynasty) so it should still be hispania but the game doesnt recognize that I have that title.

This will also fix another strange situation:

If you created a custom empire and held all of de jure Hispania, the empire of hispania got created upon succession for my second son when you have Confederate Partition as law, even the iberian struggle is still ongoing.

This is also the case for the empire of germany, who is blocked for christian rulers with theocratic head of faith.
