Please explain the issue you experienced in the most condensed way possible
When swearing fealty the character menu will show a red X (as in: nope, he won't accept), but when hovering over / selecting swear fealty the tooltip will tell you he actually will. See Screenshot 1 - Swearfealty.jpg.

This doesn't really cause any pain (therefor I scored it a 1), because you still can do it if you so please.

Please explain how to reproduce the issue
1) Load attached savegame
2) Try swearing fealty to Lusatia, Lower Silesia or Bohemia

Additional: before reloading this save I also had a "not rightful liege or neighboring" hard block on both Lower Silesia and Bohemia. Can't reproduce that with a reload though (so uh, it fixes itself with a reload). However, you can probably reproduce this by picking the ruler of Lubsko with a brand new game and checking it right out of the gate.
