Please explain the issue you experienced in the most condensed way possible
When I hover over underlined succession text like Confederate Partition or Male Preference, my cursor gets a blue outline but no tooltip pops up.
Please explain how to reproduce the issue
Start a new ironman game in 867 as Duke Pyinba of Pagan. Open your duchy title overview on the left, or your succession overview on the right under "Realm". Hover over the gender or succession laws that are underlined in white.
Is there anything else you think could help us identify/replicate the issue?
If I hover over the realm type (feudal), also underlined, I get a tooltip that explains it. This no-tooltip problem seems limited to succession features, but may affect other stuff that I simply haven't looked at yet. I've attached two pictures for comparison, the screenshot wouldn't include my cursor but it's placed on the underlined text.
