Please explain the issue you experienced in the most condensed way possible
In the 867 start Duke Ye of Liangzhou and Duke Jiawei of Ganzhou are the same dynasty Yuan despite having no relation to each other and being of different faiths. In the history file for Han characters it even mentions that Jiawei and his son should be part of the unused Xue dynasty.
Please explain how to reproduce the issue
Do an 867 start and look at the Duke of Liangzhou and Ganzhou (both under the kingdom of Guiyi). There you can see they have the same dynasty despite not being related.
Alternatively you can look at the the han.txt file in "Crusader Kings III\game\history\characters\" and see that Duke Jiawei's dynasty line says "dynasty=2003098 #Xue", despite the fact the Xue dynasty (dynn_Xue_Ganzhou) is number 2003107 (though it is currently commented out for some reason).
Is there anything else you think could help us identify/replicate the issue?
Here's a link to the thread where this came to light: https://forum.paradoxplaza.com/forum/threads/yuan.1486904/post-27736671
It also includes extracts of the two characters' code from the history file if that helps.
Note because the bug report requires I attach something, I've attached pictures of the two dukes from the above thread.
I have attached a save game
