Yes, pour on historical info (while not skimping on howto play the basics of the game)....i remember one time using my EU1 manual as a referance in a report i did.
 
They could have softened the blow with the HoI manual by at least including a readme file listing the changes made to the game after the manual was printed. I hope that the way the game is supposed to work is written down somewhere .

If nothing else, it would make it easier for players to report bugs.

I agree completely - A lot of other games have readme.-files with the latest info of the game
 
I don't read manuals for historical information. The HoI's history section was very good but occupied about half the booklet! Space sorely needed for an adequate summary of the game system. Give us rules, lists, tables and even hints and tips before potted historical run-downs. I think one of the excellent CK themed quotes (suggested in the relevant stickied thread) should be well adequate before each rules section for 'atmosphere' - maybe a bibliography too. Otherwise I'll resort to my 'home library'.
