Largely hardcoded, aside for the specifics in government_map.txt. Once (if) CK3 supports actual government forms like CK2 did, we'll make it more accessible and the rules more coherent. Until then, edit the mod to suit your needs.Hello, what determines the government reforms for the mod countries? I'm curious to know if when I convert my game at an earlier or later date will affect which reforms my chosen country will have available in EU4.

In forming Isbaniyah, it seems that the converter gave me the Ottoman government type and thus this decadency issue. I am unable to get past this level of tech because of it, where the threshold is just out of reach because of the decadency. It's not a bug. Features of CK3 - like religious, cultural, dynastic bonuses you keep piling on have no EU4 counterpart. Same thing will happen on Victoria conversion because of all the bloat EU4 will throw at you. Concepts of "strongest nation" are fluid.Hey guys,
I am not sure if it belongs here, but I have a bit of an issue after the conversion. In CK3, I was basically the strongest nation in Europe, but after conversion to EU4 I suck pretty much in everything.. Even tho I still have the highest develpoment in the game (2200, second biggest is 1800). Is it some sort of bug? Can I fix it somehow?
