Claiming Colony Bug?

I'm basing this bug on what I read on the tool tip for claim colony. It read that you may claim a colony if all 4 types of settlements exist. But that doesn't work. If the intent is that all provinces must have a settlement (any country) then if you have all 4 then you may claim, I don't think that works either but thats been a few months since i tried that. But it doesn't read that way.

Yes, all provinces must have claimbuildings. My experience is that this works fine with patch 1.03... But the text is a bit missleading.

He means that you need either all the claims in a colony or one of each type of colonial building and there must be claims in all provinces.
