The tooltip description says a person with a club-foot cannot fight in war. I have seen plenty of people with this trait commanding armies. Granted, the guy could be on a horse, but that's what it says.

I´d say it would be easier to change the tooltip than to change the code. It´s not unreasonable to assume that a clubfooted person takes part in a battle, after all a commander doesn´t need to actually walk around chopping heads himself.
