Can somewhat explain:

What is a "colonial" province for purposes of this Imperialism modifier?

modifier = { type = colonial_mp_mod modifier_effect = 0.2000 }

What does this Imperialism modifier do?

modifier = { type = remote_placement_min_ic_mod modifier_effect = -0.3000 }
 
"colonial_mp_mod modifier_effect" is a modifier affecting your manpower growth provided by colonial territories - those without any land connection to the capital.
"remote_placement_min_ic_mod modifier_effect" modifies the default value of min IC (30 IIRC) needed to place units or buildings from force pool in colonial or just oversea territories.

Do you know what the colonial IC modifier is?

In misc.txt:

-There are both non-national and colonial manpower modifiers, which it says are multiplied together.

-There is a "IC non-national province multiplier" (0.4) but no mention of a colonial IC modifier.
 
That's good question. It seems that this modifier doesn't have any impact on total base or effective IC. Maybe it's just a relict of planned feature. I would like to know it too.
