This command in events doesn't appear to work for uncivilised nations any more. I was re-doing my new events for Oman for VIP and couldn't get this to work against Zanzibar. I then looked at the original Paradox events and that doesn't work anymore either. Was this delibrately taken out? I know that in the main game uncivilised nations can only declare war against their neighbours, but I don't see why this shouldn't be allowed in events, especially when default Paradox events utilises this.

Well, my file files has this command and it works. However, they are civilized, and unciv can only declares colonial war, which doesn't have a specific command. So no war command for uncivs. :(
 
It used to work before 1.03...it's a bit crazy to stop it working for uncivilised countries. I know that in the actual game they can only do it to neighbours, but this does need to be fixed for events like Oman vs Zanzibar...

Right, uncivil nations can only declare (colonial) war on neighbors.Even in events, which is, IMHO, very stupid.
