I havent had this issue on any other version of the game. I am aware I have an Intel but I don't fully understand. I cannot even launch the game and the only screen I can see is the loading screen and a box in the top left that shows its my first time playing on the new update so its loading new shaders. Ive tried with no mods and Ive tried with mods. Why can I not play Vic 3 and why am I having these problems?

Firstly please update that Nvidia driver to June 2024 https://www.nvidia.com/Download/index.aspx?lang=en-us
If GeForce experience runs itself after doing that, unload it.
THEN please expand your Windows paging file maximum size to 32gb
AND exit every other app you can before starting the game.
