Console edition machine empires not spawning

I created a custom machine empire and set it to force spawn. It won’t spawn, but it works when I use it myself. The issue is I tried loading a new game 10 times and going into multiplayer to see if they spawned and not only did the custom empire not spawn, but no ai machine empire spawned any of the times I did it. This leads me to believe there’s a bug that prevents ai machine empires from spawning.

Have you already got 10 other AI empires (organic or Lithoid) set to Force Spawn? Because I know that when I custom-made all the Mass Effect races in the game, there were more than 10 set to spawn, so there'd always be one or two missing. When I removed the two least important empires (Elcor and Volus), the remaining 10 AI empires set to Force Spawn appeared in the game every time since then, including the Geth (machines from Mass Effect), and the machine empire I play as usually (The Reapers) spawns every time if I load the game as Observer
