So i basically dragon conquered the stepstones as Aegon the conqueror and i have never been able to convert the pirates or change the peoples culture. any ideas?

You should be able to convert them to another religion, but iirc it takes longer than in vanilla. Culture changing of provinces on the other hand has been cut out.
Your best chance at converting them from pirate is probably to convert the children of the local lords, so that you gain extra court priests trying to convert every province.

thanks i never knew what was needed to convert people. So basically i will just have the kids educated by someone who has the same faith as me?
Indeed. I believe the Zealous trait increases the chances of the conversion event triggering as well.
