Description​

Because coordinated target selection goes off organisation along with hardness, if two divisions with the same organisation and hardness force attack or last stand prior to battle, the enemy units dont select a target to coordinate against consistently. As such, coordination gets split and one division is not consistently focused.

To fix this, either make coordination select targets based off HP rather than org, or make force attack/last stand give -99.9% org damage reduction rather than -100% so that one division starts being targeted correctly



Steps to Reproduce​

1. take 2 identical divisons with no org damage
2 force attack into divisons with high coordination (radio tech, radar tech, signal companies, Grand Battleplan Left side doctrine)

3. note damage is not meaningfully focused onto one division

4. do same with divs with slightly different organisation and note disrepancy
