The problem is that merely doing the historical build up appears to generate ahistorical results. What Bom did was slightly OTT for 1939 but the rate of his sinkings was just too high. Even if his SS force was cut in half (close to historical) the loss rate would wipe out ENG by 1941. all things considered I do agree we need some adjustments here.

The natural response to such heavy shipping losses would be to freak out and dedicate way more destroyers to commerce protection. I don't think there's a way to trigger an event on low convoy count, but maybe you can give the UK an event that fires during the early war along the lines of "convert a bunch of our old destroyer types into ASW escorts."
