When hovering the mouse on top of the grey habitable planet icon (in the systems where you have acquired the information about planets through the ship/system scanners but didn't survey them yet fully) the popup comes up, which states that the planet cannot be colonized yet because it was not surveyed. However if some aliens are living there the popup adds the red string (-) Your Xeno interference policy does not allow to colonize this planet (or something like that). So years before I've surveyed the planet or even visited the system in some cases, I know from the UI popup that some neolithic barbarians or medieval lords are living there.

I'm writing from work so cannot attach the screenshots or even check the exact number of the version, by I suppose that it was the release version as I was starting to play about 2 hours after the release.
