⚠️ Could start blooming colony in foreign sector

Not sure if this is working as intended but a whale put my seed on a far away planet (3 more came but they never planted one on the 2 nearby starter planets). I thought I have to own the system but when I had a first contact event in the same system I noticed I can start and click the situation button and colonization started. But after a short while I got a message that I lost a colony cause the unknown empire had a Starbase there. Now they get my colony in a few years. Is it intended to be able to start the blooming colonization process if the planet is outside of my empire borders? 1. What platform are you using? Xbox Series X 2. What version of the game are you using? 3.9.3 (Xbox Release) 3. What DLC do you have installed? All of them, including C6 portrait 4. When did this start happening? Al noticed I can use button to colonize after a first contact. 5. Can you replicate it, if so, please explain how Not yet. Need more time to get more seeds placed. 6. Does this happen on all saves or just specific ones? Only current game so far. But needs testing.
