Country borders in the game from champ selection to actually playing flicker incessantly while moving the mouse around the screen, this wasn't in the demo is there a fix? It is extremely annoying.

580 Gtx, SSd, Win7 64, I-7
 
I had this problem also (GTX 580 and 290.53 drivers). I had no luck with changing the multisampling options, but changing to windowed mode by editing the settings file in the Documents\Paradox Interactive\Crusader Kings II\ folder fixed the border flickering for me.
 
Using TA-SS gave me this issue, going back down to TA-MS fixed it using latest Nvidia drivers, 580 GTX.
 
I just purchased the game on Steam today, and am having the same flickering border issue.
I've tried setting the multisample to every different setting but nothing has worked. (0,2,4,8)
I was using the beta Nvidia driver, 290.53, but even updating to the latest, 295.51 didn't work. I might try the last official version but will lose the massive performance increase in Skyrim.
Also I have both DLC, but not sure if that matters or not.

On a lighter note, at least I don't have the heavy stutter issue I had with EU3 :happy:

The solution is to revert to the latest non-beta drivers.
 
Looks like just today the new non-beta have just been released, I'll see if they have the issue or not and hopefully report back.

EDIT:
Yay, it looks like todays drivers have fixed the issue for me.

the flickering vanishes, if 'Antialiasing - Transparency' is set to 'Multisample' instead of 'off' in the nvidia control panel's 3D Settings for the game. Just create a new profile for ck2game.exe and change the setting.
