I've been trying to do a clean install of CKII because I'd been having trouble getting mods to show up. Now I can't get the game to start at all. The error log says it can't open a file called
gfx/flags/flagfiles_0.tga

I deleted the CKII documents folder, uninstalled again, and reinstalled again, and the same thing happened. The gfx/flags sub-folder lists two files, named flagfiles and flagfilescolor.

Any ideas? Thanks in advance.

Please look in Documents/paradox/ck2/gfx/flags/ folder. There should be two .txt files and 3 or more .tga files there.

If there are no .tga files there, that is the problem. An antivirus app is getting in the way of the game creating those files.

Either you need to unload that AV app then run the game so it can make those files, or we have to make them separately. Sometimes users have installed the game on some other computer, let it make those files, and copy them across.

All the best!

Brilliant! I am getting a lot of this reported to me; can I ask what exactly you had to do to Avast to get by the problem please?

If you right-click on the Avast icon in the tray, there is a menu that includes "Avast shields control." Options include disabling the shields for 10 minutes, or an hour. I think 10 minutes should do it for people because I didn't have to reinstall the game; the files showed up when I started the game. When I turned Avast back on, it was alarmed, but gave me the option to do nothing if I trusted the program -- if I remember right, it wanted to know if I trusted ck2.exe

I had the same problem occurring with AVG virus scan not allowing the flag files to be created. I had no success in specifying exceptions (file paths that would not be scanned by AVG). I was able to get the game running by doing the following:
1) Turn off AVG's file shield, behavior shield , web shield and email shield. (It's probably not necessary to do the last 2. Temper was a little short by this time.)
2) Restart the computer. (Needed to actually turn off the shields.)
3) Start the game.
4) After the game successfully started, quit the game and turn on the AVG shields.
5) Restart the computer.
6) Play the game.

Once the flagfilesXX.tga were created AVG did not object to them, either when scanning the files or playing the game.

Hopefully, Paradox did not secretly take over my computer while the defenses were down!

Going to try this tonight cause I'm having a similar problem and using AVG, thanks for the information!

I am having this same problem now. I use Bitdefender. Will see if I can't get it working.

EDIT: Disabled 'Protection Shield' temporarily and was able to get the program to progress past Generating Coats of Arms and loading Flags and load all the way in. Exited game, renabled protection. and game froze again on Generating Coats of Arms.

EDIT2: ok it paused for a very long time on Generating coats but did eventually get through to game menu.
