I was having the same problem as many people where nothing comes up when trying to start the game.
I tried all the possible resolutions on the steam forums and here (I have reinstalled the game, reinstalled Steam, tried forcing d3d9 opengl and windowed modes, verified the integrity of the game cache,
manually ran the CommonRedist files, turned off Steam overlay, installed all Windows updates, tried all compatiblity modes, ran as administrator, turned off all displays but one, turned off virus protection,
closed all extraneous apps and services.)
It wasn't until I finally disabled my amBX software that things started working. amBX effects are for the Cyborg gaming lights I have on my machine. I updated to their latest drivers and still had the issue. So I just don't autoload
the amBX drivers on startup now and everything is fine. Or you could just start task manager and end those processes containing amBX. Hope this helps somebody else.
