I'd like to experiment in making a building non-buildable like the thieves guild so it appears either by event or is pre-set in an area. Like if I make the (otherwise useless) Royal Post into for instance a 'center of trade' building. How would I go about this, would anyone know?

I tried that

I tried removing the cost and time to build but it only made the building immediately buildable. You think its hardcoded? Failing that is there a way to make the AI not build a specific building (I can then make the building unbuildable by making it too expensive or too long to build).

Why not just give it every (or at least many) level 5 techs as a pre-requisite?

Then it'll be uncreatable for the player under almost all circumstances.

However, I don't know if it'll be creatable by event under those circumstances.
