I'm using the VIP GC scenario, and in it, the US gets the opportunity to buy Cuba from Spain. Since I'm the US, I offered to buy the island, and was initially refused, so I forgot about it. A few game weeks later, Spain changes its mind and sells Cuba to me. I click on the provinces there to see how many people are living there, and see that everything is fine. Then, I hover the mouse over the provinces, and I learn that the provinces in Cuba are not producing anything at all. I double-check in the provinces, and find that one of them is full, and the others are 3/5 and 4/5. So I save the game and examine the savegame file. The US owns and controls Camaguey, La Habana and Santiago de Cuba. In the savegame, Spain does not. I can't find any problem in the savegame. I reload the game and see that Cuba is still not producing anything. So I neville and give the 3 provinces back to Spain. A week later, I force Spain to give them back to me. For one second, Santiago de Cuba is showing that it is producing .30 tobacco per day, then it goes to zero for it and the other two provinces.
