Cultural Traditions being established reset/ change upon game load

Description​

Whenever I am playing a culture I am not the head of, and load the game, the tradition about to be established is changed to a different from what it was before. This only happens on establishing a new tradition opened up from a new era. ie. early medieval.

Steps to reproduce​

Play a small faction of a larger culture, do not be head of culture.
Enter new era, (maybe by console switch to head), add a new tradition. play a while to see it progresses.
Save the game, exit, start up again and load save game, you will see the tradition has changed to a different one.

I haven't seen this happen when a current tradition is replaced, only when a new additional one is being established in a new era.
