I use a three-monitor setup, with each of the 3 being 1280x1024. For various reasons, I use a custom resolution of 1760x990 in Paradox games. This works in Victoria II, HoI 4, and up until at least a few expansions ago, in EU IV as well. Now, however, the workarounds no longer work, and this custom resolution is no longer usable.

Paradox Interactive/settings.txt, change graphics = { size={ x=1760 y=990 }:
Dowser reports 1280x1024, game loads 1280x1024, settings file overwrites 1280x1024

Paradox Interactive/pdx_settings.txt, change "windowed_resolution"={ value="1760x990" :
Dowser reports 1280x1024, game loads 1280x1024, settings file overwrites 1280x1024

both options together:
Dowser reports 1280x1024, game loads 1280x1024, settings file overwrites 1280x1024

Paradox Interactive/settings.txt, change graphics = { size={ x=1760 y=990 }, set file to read only:
Dowser reports 1280x1024, launcher comes up 1280x1024, crashes immediately during launch

Paradox Interactive/pdx_settings.txt, change "windowed_resolution"={ value="1760x990", set file to read only:
Dowser reports 1280x1024, launcher comes up correctly as 1760x990, crashes immediately during launch

Any suggestions or workarounds since the old one no longer works?

Have you tried this option, but not look at the game settings in the launcher? Then the launcher might not change pdx_settings.txt. If that doesn't work, you can try to remove the display settings from the launcher by replacing the settings-layout.json file in your game installation with the one which I attached(you have to change the file extension, because I had to add .txt because the forum doesn't allow .json files) and then change pdx_settings.txt
A third option would be to change the contents of the steam_appid.txt file in your eu4 installation to "236850" (without quotes) and then start eu4 from eu4.exe. This bypasses the launcher. If you don't change the steam_appid.txt, DLCs and achievements won't work.

Disclaimer: I'm not working for Paradox. I'm just trying to help people.

The second option did the trick: removing the graphics block from settings-layout.json

The first option again loads 1280x1024 and overwrites pdx_settings.txt
I didn't try the third because I don't believe it will work with mods.

Please note that you might have to do it again if you verify the integrity of the game files or if steam overwrites settings-layout.json in an update. In the unlikely case that the syntax of the files changes or that new options are added, you have to adjust the new version of the file.

I didn't try the third because I don't believe it will work with mods.
You can use mods even if you start eu4.exe directly if you select them in the launcher beforehand (or use an alternative mod manager).
